Declaration of Occupy Prague – declaration of uninterrupted liberation (abbr. DNO(means bottom) – deklarace nepretrziteho osvobozovani)
Head 1 – parks
(historically first)
1) We announce the parks in Czech republic to be public spaces, where it is allowed to conduct continuous ,uninterrupted public assemblies.
2) Also, part of those acts of direct democracy are tents meant to store materials, accessories and participants themselves. Agreed upon by the public assembly of Occupy Praha, Klarov 25th May, 2012
Head 2 – responsibility of the politicians
We condemn treatcherous conduct of political representation since 1990 till now. It is necessary to
determine actual scale of responsibility of particular people and infer consequences.
Head 3 – pilferage of state property
Pilferage of state property will be investigated and deservedly punished. An analysis of the indebting of the state will be conducted. Funds that were siphoned from the state to enrich particular individuals will be taken out of state debt and declared as a private debt of these individuals responsible.
Head 4 – criminal econo-financial system
Current econo/financial system is no longer usable. It does not contribute to the betterment of society and individuals, in fact it does the exact opposite. It systematically damages and impoverishes them.
Head 5 – cooperation instead of competition
We will find and implement such and economical model, that will replace industrial competition with mutually beneficial cooperation.
Head 6 – self-sufficiency
We will restore self-sufficiency of Czech republic, especially in terms of food production and essential production sectors.
Head 7 – refusal of wars
We will cease to support warmongering of foreign powers.
Head 8 – Free media
Internet, television, radio broadcasting and printed media cannot be subject to any censorship. It is forbidden to use media to manipulate and intimidate people.
Head 9 – release of patents
Vaulted patents for alternative technologies will be made public and released for free use. It is in the interest of preserving the planet from complete resource depletion and raising living standarts of all mankind. New scientific discoveries won’t be shunned just because they would potentially harm the income of contemporary corporations.
Head 10 – slowing down instead of growth
The vision of continual industrial growth is an utopia. We must and we can slow down. Let us enjoy more rest and time for ourselves. There’s plenty of everything, we don’t have to gallop anywhere.
Head 11 – nature
Destruction of nature is forbidden. Use of natural resources must not damage and destroy balance of life on earth.
Head 12 – cultural heritage
Archeological digs, historic buildings and technical relics enjoy special protection and cannot be wilfully damaged and destroyed. Institutions of cultural nature will be granted full support (muzeums, galleries, libraries, theatres, concert halls etc.)
Head 13 – contemporary culture
Let us be cultural.
Head 14 – education, science and research
Education, science and research cannot be subject to being economized on. They are the future of our country. Free education is the first step towards betterment of our homeland.
Head 15 – family
No family can have existential problems. We declare the right of a family to housing and means of subsistence. Through love of our children and our own family we learn to love the whole world.
Head 16 – health
Improvement in the whole society will reflect on the health of the citizens. We will cease to stress, exhaust and neglect ourselves. We will start to live in harmony with ourselves and with our closest. We will start to truly treat eventual illnesses and diseases. The time, when the patients were hostages of the clinics and farmaceutical corporation is only a dark past. Everyone will be given a necessary treatment for free without any conditions or restrictions.
Head 17 – work
Civilization advanced with its technological means to a stage, where it’s neccessary less and less human work to insure basic needs of humankind. There is less work and its amount is continually declining. If we want to continue working, we need to either drastically reduce the working hours while preserving the income, or keep looking for a different model to secure basic needs of citizens.
Head 18 – just reward
Is it just to give everyone the same or everyone what they deserve? Both of those means of rewarding work are possible. But the merit isn’t just the ownership of the means of production, resources or social status, nor is it inteligence or achieved educational degree. Merit is work done properly and well.
Head 19 – new society
New society will be based on selfless cooperation. A man to a man will cease to be a source of income and will become a source of encouragement.
Head 20 – political parties
Past representative democracy has fallen into a fight for gaining and retaining power of political parties for the sake of profit (see the presence of lobbyists directly in the parliament of Czech republic). Thus from now on, political parties will be only allowed for the sake of gathering of people of common ideals, to create and propagate their ideas, opinions and processes leading to public well being. Power struggle is forbidden.
Head 21 – public well being
The basis of public well being is in the possibility to enjoy civilizational, cultural and societal perks by all people.
Head 22 – direct democracy
Direct democracy is carrying through the will of the people for satisfying live and establishing of peace in the society. That can only be achieved, when the laws and other regulations that are being passed will lead towards public well being. Citizens themselves know best what will make them happy. They don’t need any representative. No more masters!
Hlava 23 – law giving power
Law giving power belongs to the people, not to their representatives. We declare Public assemblies a tool to implement direct (true) democracy
Article 1 – assemblies
Assemblies are searching for agreement in opinions to achieve public well being. Individuals, who would try to promote their own profit instead of public well being (classical conflict of interest) will be disqualified from the agreement procedure. Rest of the citizens have the power of veto, should they feel threatened by the declared goals of the assembly. Every citizen represents and decides only for himself in an assembly, does not transfer his own responsibility to others. Being present on an assembly is not mandatory, yet by not being present he or she gives up the possibility to affect the decission being taken by the assembly. Every participant of an assembly has the right to open a discussion that he thinks is important in terms of public well being. The approval process is usually preceded by establishing so called working group, which is tasked with preparing the output containing expected consequences of the suggested solutions. The output confirmed by an assembly becomes a declaration of a particular right, while also becoming a public request for an executive study of achieving that request.
Article 2 – public contest
Public contest is announced in order to find the most effective solution for a public request. The contestants can be political parties, interest groups, scientifical workgroups or individuals or groups without restrictions. Winner will be declared by the assembly.
Article 3 – rights
A right is declared directly by the assembly. Based on a winning executive study is this declared right put in effect by a law. The law cannot be in contradiction with the declared right. Wording of that law will be prepared by apropriate bureaus – ministries.
Article 4 – bureau
Bureaus are executive organs of direct democracy. Starting with the ministries and ending with municipal bureaus they execute the consensuses agreed upon by the assemblies. They issue orders and offer help with achieving public well being.
